Liability insurance isn't to protect you, it's to protect other people who get hurt by your mistakes. IOW it works the same as car liability insurance. The cost of mandatory insurance will drive a lot of small builders out of business by raising their expense per house, but otoh I can certainly see the need to protect the public, expecially kids.
This is a tough issue because most of the danger posed to the public while a house is being built results from them tresspassing on the building site, and workmen
should already be covered in other ways. Bottom line is it gives one more advantage to the big builders, but was probably imposed because of citizen complaints.
