I feel that if anyone should pay to do a job verification, it should be the prospective employer. They are the ones who will benefit from the information provided.
If the verification is favorable- they can proceed with more confidence...
If the verification is not-favorable- they've probably just saved themselves some time and headache down the road.
Therefore, I feel it is 100% the prospective employer's responsibility.
