Packet8 is certainly an alternative. In fact, I only recommend Vonage, CallVantage, and Packet8 as viable VOIP alternatives to landline services. But there are trade-offs between all of the services. Depending on which company's plan you are looking at, sometimes the 911 fee is included, other times it is additional, sometimes your caller ID will be 'with name', other times just the number, etc.
I like Vonage's 500 minute plan. Though it's not good for people who talk on the phone a whole lot, the bill totals under $18 a month, taxes and all, for long distance and local calling up to 500 minutes. Even if you go over by 100-200 minutes it is still the cheapest way.
