In CA, there is a law that states that if a per item price is not listed, then the price is 1/2 which is enforced through the California Division of Measuerment Standards and you can file a complaint form at www.cdfa.ca.gov/Complaint.htm if you feel that you were overcharged - I'm sure the rules are different from state to state
