Most prepaid cell phone cards such as tracfone, virgin and at&t expire in 90 days unless you add minutes on.
Tracfone does have a deal where you can a phone, 1 yr of worth of minutes (150 minutes) for $94. That works out for $7.99 a month. There is another company called Opex wireless which works on the AT&T network that is $9.99 a month for 30 minutes a month.
