I'm sure no one here would do this, but I saw a CNN report about the rise in "Car Thefts" and they paralleled it to the rise in arson. As people can't afford to pay for the gas in their huge vehicles, the vehicles get "stolen," and the owners get reimbursed from insurance.
I would have never thought of someone doing that, but when times get tough...
